COSTEA – A think tank dedicated to water for food in the face of climate change challenges
The project management of COSTEA is the responsibility of Water, Agriculture and Territories (formerly AFEID). Its collective governance is based on three complementary bodies that ensure its strategic direction, scientific leadership, and operational functioning.

Strategy
A strategic body composed of representatives from member states (through their sectoral ministries in charge of water for agriculture) that sets strategic directions and validates COSTEA’s objectives. It is chaired by a member country.
To date, the member states of the COPIL are: Cambodia, Morocco, Tunisia, Palestine, Senegal, Chad, Mauritania, and France. It also involves technical and financial partners who support COSTEA’s activities.
Coordination & Management
The Permanent Technical Secretariat (STP) coordinates and manages COSTEA. It is led by the Director of COSTEA and supported by an executive team and regional coordinators. The STP ensures the ongoing emergence and formulation, monitoring and evaluation, promotion and dissemination, consistency, and cross-cutting nature of COSTEA’s actions. It manages the network and ensures its influence through active communication.
Advisory Body
An advisory body composed of institutions and individuals known as members of COSTEA. It is the forum where actions supported by COSTEA are defined and monitored. The CST meets periodically in various formats (plenary sessions or working groups, in person or remotely). It is chaired by the Director of COSTEA. To date, it has approximately 800 members from several countries representing: public, non-profit, or private institutions involved in the fields of agricultural water, research, training, engineering, rural development, or public policy, as well as members appointed in a personal capacity recognized for their skills, experience, or contributions to COSTEA’s areas of interest.
